By VAI Staff The FAA today pre-released its Finding of No Significant Impact (FONSI) for the unmanned aircraft system (UAS) drone delivery Programmatic Environmental Assessment (PEA). The FAA acknowledged concerns VAI raised in its comments about the PEA (submitted to the agency on Jan. 22) but treated the association’s infrastructure, heliport, UAS traffic management (UTM) data, and low-altitude airspace–compatibility recommendations as matters outside the scope of the environmental review. This effectively leaves these issues to other regulatory, certification, infrastructure, or airspace-integration processes. That distinction gives VAI a strong basis to continue raising the same recommendations in Part 108, FAA infrastructure guidance, UTM implementation, and individual Part 135 authorization proceedings. The final PEA preserves existing operator-specific safety requirements and the possibility of tiered, site-specific environmental review. VAI’s engagement on the issue ensured that the operational realities of the shared low-altitude airspace, including helicopter activity, heliport data gaps, infrastructure standards, and UAS traffic management integration, were formally considered and addressed in the FAA’s final decision. VAI’s work created an important public record, reinforced the need for site-specific review where appropriate, and preserved these critical member priorities for future FAA rulemaking, guidance, and individual operational approvals.
