FAA finalizes MOSAIC rule modernizing light-sport aircraft framework On Jul. 22, 2025, as announced by US Transportation Secretary Sean P. Duffy at EAA AirVenture Oshkosh, the FAA released the final rule under the Modernization of Special Airworthiness Certification (MOSAIC) initiative. This rule makes sweeping changes to the light-sport aircraft (LSA) category and to sport pilot privileges, including: • A broader definition of LSA • Expanded allowances for higher speeds, additional seats, and retractable landing gear • Use of new propulsion systems • Introduction of limited commercial operations to sport pilot privileges. Implications for Industry and Recreational Aviation The MOSAIC final rule directly impacts the helicopter and advanced air mobility (AAM) vertical aviation sectors because it will enable OEMs to design and produce rotorcraft under the LSA framework, thereby encouraging innovation.
