PHMSA issues rule on pipeline inspections using drones The direct final rule, “Pipeline Safety: Integration of Innovative Remote Sensing Technologies for Right-of-Way Patrols on Gas and Hazardous Liquid Pipelines,” goes into effect Oct. 9. The US Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a direct final rule, set to take effect Oct. 9, 2025, that explicitly authorizes the use of unmanned aircraft systems (UAS, or drones), and other remote-sensing technologies to meet inspection requirements for gas and hazardous liquid pipelines under 49 CFR Parts 192 and 195—provided the data collected and imaging quality are comparable to traditional methods, such as aerial inspections by manned aircraft. Previously allowed only through interpretive guidance, this long-overdue update provides regulatory clarity, lowers costs, reduces personnel risk, and reflects the PHMSA’s embrace of evolving safety technologies. As a direct final rule, the rule will automatically go into effect if no significant objections are raised. Stakeholders who conduct aerial pipeline patrol missions can submit comments on the rule through Sep. 2, 2025.
