Temporary IFPs upcoming at Alaska’s Kenai airport Hughes Aerospace offers pilots assistance with LOAs, temporary instrument approach procedures. Upcoming temporary instrument flight procedures (IFPs) at Kenai Municipal Airport (PAEN) in Kenai, Alaska, will affect flight operations this summer. These procedures are expected to be published during the May 14, 2026, NavData cycle and will be issued as FAA Special Procedures. To use the procedures, operators will need: • A letter of authorization (LOA) from the airport owner (to be issued by Hughes Aerospace on behalf of the City of Kenai) • A LOA through their FAA Flight Standards District Office (FSDO). In response, Hughes Aerospace has developed temporary instrument approach procedures (LPV, LNAV/VNAV, LNAV, circling) for Runways 03 and 21 using area navigation (RNAV) enabled by GPS and an associated obstacle departure procedure (ODP) for use by all instrument-rated pilots during the period of runway construction. Hughes Aerospace is coordinating with Flight Standards and major avionics data providers to support timely implementation.
